Microsoft Copilot pricing in 2026: plans, tiers, and what the license does not cover

Microsoft Copilot pricing is confusing for one structural reason: Copilot is not a product, it is a family of separately licensed products that share a name. Microsoft 365 Copilot is a per-user add-on. Copilot Business is a bundled SMB tier. Copilot Chat is a free-with-eligible-subscription entry point. Copilot Studio is tenant-wide with a consumption meter. All four get called 'Copilot' in the same meeting, and the quotes come back wildly different.

Here is the current shape, as of July 2026. Microsoft 365 Copilot, the full experience embedded in Word, Excel, PowerPoint, Outlook and Teams, is $30 per user per month on an annual commitment, and it requires a qualifying base Microsoft 365 plan underneath it. Copilot Business, the bundled option for smaller Microsoft 365 Business customers, moved to $21 per user per month from July 1, 2026, when the earlier $18 promotional rate ended. Copilot Chat is included at no extra cost with eligible subscriptions but is grounded on the open web rather than your tenant content. Copilot Studio, the agent builder, is licensed tenant-wide with Copilot Credit capacity packs at $200.00 per pack of 25,000 credits per month, or pay as you go on consumption. Microsoft also bundles Copilot into Microsoft 365 E7 at $99 per user per month.

What the seat price does not cover is the part that surprises buyers. A Copilot license reaches your Microsoft 365 tenant. It does not reach Slack, Notion, Google Drive, Gmail, Jira, Confluence or Salesforce, and getting it there means Copilot Studio work, Graph connectors, and someone to own both. If the reason you are buying Copilot is 'people cannot find answers,' price the whole path to that outcome, not the first line of the quote.

The $18 per user per month figure was a promotional rate that ran through June 30, 2026. From July 1, 2026 Copilot Business is $21 per user per month. If you were quoted $18 earlier in the year, that number is out of date unless you locked it in before the deadline.
Copilot Chat is included at no additional cost with eligible Microsoft 365 subscriptions, but it is a different product from Microsoft 365 Copilot. Chat is grounded on web content rather than your tenant data, so it will not answer questions about your own documents, emails or SharePoint sites.
E7 is Microsoft's top enterprise bundle, which packages Microsoft 365 Copilot together with the underlying suite at $99 per user per month. For organizations that would otherwise buy E5 plus the $30 Copilot add-on separately, E7 can be the cheaper path, so run both numbers.
